  16. <p>     CARPER AND THE CASH. When Congressmen cringed at a backlash
  17. against the $34,900 raise they voted themselves last November,
  18. Delaware Democrat Tom Carper suggested a solution. "The clerk
  19. of the House is happy to receive a personal check made payable
  20. to the U.S. Treasury," said Carper, who rebates pay increases
  21. above cost-of-living adjustments. The Capitol Hill newspaper
  22. Roll Call surveyed the 174 members who voted against the raise.
  23. Twelve said they will return it, 55 that they will keep it, and
  24. 11 that they will give it to charity. Sixty-nine were
  25. undecided; 27 were mum.
